What a US solar permit actually pays for
A typical US grid-tied PV install goes through three regulatory gates:
- Building / electrical permit issued by the local Authority Having Jurisdiction (city building department, county, or in some rural areas the state). Fee is usually a flat base ($200–$500) plus a per-kW or per-square-foot component. This pays for the AHJ’s plumbing/structural/electrical review against IBC 2021, IRC 2021, and the current NEC adoption (NEC 2023 in CA, NV, MA; NEC 2020 in most others).
- Utility interconnection agreement under IEEE 1547-2018 and UL 1741-SB (Smart Inverter rules adopted in CA, HI, MA, NY, VT). The utility reviews your single-line diagram, confirms anti-islanding compliance, and schedules a bidirectional meter swap. Fees range from $0 (ConEd, NV Energy) to $400+ (Duke, FPL).
- Final electrical inspection by the AHJ inspector after install. This is the closeout that triggers Permission to Operate (PTO) from the utility.
NREL’s 2023 benchmarking study (NREL/TP-7A40-87303) found permitting + inspection + interconnection averages 7.5% of total installed residential PV cost nationally — about $0.42/W of the $5.60/W median 2026 price. SunShot’s SolSmart Gold and SolarAPP+ programs target getting this below $0.20/W.
Cost by AHJ — the 5x variance problem
NREL’s analysis of 500 US jurisdictions found permit costs varying from $150 (Phoenix AZ, Reno NV via SolarAPP+) to $2,200 (San Francisco CA full historic-overlay review). Representative 2026 residential PV-only fees on a typical 6 kW system:
- Phoenix, AZ: $250 flat (SolarAPP+ instant issue) + $0 plan review + $100 SRP interconnection = $350 total
- Austin, TX: $415 base + $36/kW = $631 permit + $0 Austin Energy interconnection = $631
- Denver, CO: $338 base + $25/kW = $488 + $150 Xcel interconnection + $130 inspection = $768
- Los Angeles, CA (LADBS): $522 PV-only permit + $389 plan check + $150 LADWP interconnection = $1,061
- San Francisco, CA: $850 building + $400 fire dept + $300 plan + $145 PG&E = $1,695
- Boston, MA (ISD): $200 base + $30/kW = $380 + $200 Eversource interconnection + $150 inspection = $730

The 5x spread reflects local labor cost, plan-review depth (LA, NYC, SF demand stamped engineering drawings), and political appetite. SolSmart Gold cities (300+ as of 2026) have flat-fee permits, online submittal, and 3-day turnaround as a minimum standard.
Commercial PV permits
Commercial fees scale roughly 2.0–2.5x residential because of:
- PE stamp requirement on structural and electrical drawings (most AHJs require this above 25 kW DC)
- Plan check time — commercial drawings include shade studies, conduit routing on flat roofs, transformer impact analysis
- Grid impact study above 100 kW under IEEE 1547.7 — typically $1,500–$5,000 paid to the utility before approval
- Fire-code separation distance review under IFC 1204.5 for arrays over 1,000 sq ft
A typical 50 kW DC commercial rooftop in 2026 sees $2,500–$5,500 in permit and interconnection costs — about 4–6% of the $90,000–$120,000 installed price (NREL Q4 2025 commercial benchmark).
Federal incentives and how they interact with permit cost
The Inflation Reduction Act’s Section 25D residential ITC at 30% applies to the full installed system cost, including permitting, plan review, and interconnection fees. So a $1,000 permit bill effectively costs $700 after the federal credit. Commercial Section 48E ITC also includes soft costs in basis. For homeowners in IRA Direct Pay states (CO, NJ, MA, NY) the rebate front-loads after PTO, which means you still pay permits up front but recoup within 60–90 days. - Get three quotes and ask each installer to itemize their permitting line. National installers (Sunrun, Tesla) often pad this 50%+ above actual AHJ cost
- Ask about utility rebates — Xcel, ConEd, and PG&E periodically waive interconnection fees for under-7-kW residential
- Avoid weekend / rush permits if you can — the 50% expedited surcharge rarely pays for itself
